The problem is with downloading new mods.Notes. The few mods I downloaded while I still used Nexus Mod Manager have been sent to the plugins list and I can manage the mods in that list. However, Fallout 3 doesn't seem to want to work with Vortex. On all of the other games that I use Vortex for (Skyrim, Fallout 4, Fallout NV), it's worked fine.
